Description
TOCLA provides free legal assistance to low-income tribal members who have general civil legal issues including those that affect safety, family integrity, health, and access to public benefits and education. TOCLA operates under applicable Tulalip tribal law, court rules and federal and state law specific to reservation residents. The Victim Legal Advocacy Project may also provide legal representation for eligible civil legal actions in state court.

Who Can Use It
Tulalip tribal members, parents of Tulalip tribal children, and Native individuals living within the Tulalip community can use TOCLA. Special exceptions may be made to allow for the representation of non-native individuals.

How to Join
If you are having an emergency, call 911. Otherwise, call 360-716-4773 and ask to speak with someone about TOCLA.

TOCLA provides free legal assistance.

What to Expect
When you use TOCLA attorneys, you can expect culturally sensitive, holistic and competent legal representation. The attorneys collaborate with other Tulalip tribal legal and social services. You’ll get help identifying legal and non-legal needs, and help with accessing other services.
