Description
The Betty J. Taylor Early Learning Academy provides high-quality early education services for children from birth to age five. Located on four scenic acres overlooking Tulalip Bay, the academy offers a nurturing environment for Tulalip Tribal and community members. BJTELA has Early Head Start services for birth to three, ECEAP and Montessori services for preschool age as well as Montessori Kindergarten, Child Care and Development Fund Grant, as well as the Child and Adult Food Care Program Grant for nutritious meals. With several grants and the Tulalip Tribes providing funding to our program, students have access to quality education at no cost to the family.
Who Can Use It
Eligibility varies between the programs within BJTELA. The main criteria is that children are Birth to Three (and enrolled prior to turning 3) or turns 3 prior to August 31st for the Preschool school year, as well as students residing within the service area which extends through Tulalip and Marysville School District boundaries. Eligibility guidelines are influenced through grant standards.

What to Expect
The Betty J. Taylor Early Learning Academy is a nurturing environment where children and families grow together. It offers a child-centered curriculum designed to support each child’s development in key areas like language, literacy, math, and science, while also helping them build problem-solving and social-emotional skills. With smaller class sizes and more teachers than required, children receive individualized attention to help them succeed. Through partnership, BJTELA has also been able to implement a language and culture curriculum which provides access to the rich Tulalip culture and Lushootseed Language for students.
Child Care Development Fund: The CCDF grant also has funding set aside to provide assistance to families who have children attending outside childcare providers (not enrolled at BJTELA).
Eligibility Requirements:
Age: 6 weeks to 12 years.
Tribal Affiliation: Proof of enrollment or descendancy.
Residency: Must reside within Snohomish County, and children must attend child care within the county.
* Child care providers must be licensed through Washington State. We require a copy of the provider’s license and a completed W-9 before approving assistance.
What do I need to turn in?
Completed application, copy of child(ren)’s Tribal ID, income verification, copy of pay stubs, W-2, hire letter, etc., and an updated copy of the child care license and completed w-9 from your chosen provider.
Our CCDF grant does not have income limits for eligibility, income is only collected and used to calculate the monthly family contribution (co-pay) amount.
*Services are subject to funding availability. At times it may be necessary to develop a waitlist and families will not receive assistance immediately.
